In Hanoi on the morning of April 12, Prime Minister Le Minh Hung attended and spoke at the 80th anniversary of the traditional day of the police force responsible for administrative management of social order under the Ministry of Public Security. The Government Portal reported that the Prime Minister directed relevant agencies to focus on administrative reform, including simplifying procedures and improving investment and business conditions.
The Prime Minister said that during the week of April 13–19, the Government will hold meetings with ministries and sectors on reform efforts, the simplification of administrative procedures, and measures to promote investment and business conditions. The stated goal is to reduce procedures and business conditions in April in line with conclusions and directives from central authorities.
He also urged the police force and advisory bodies to actively review and advise the Government and the Prime Minister to promptly implement the work, “creating favorable conditions and reducing costs for people and businesses.”
In March 2025, the Government issued Resolution 66/2025/NQ-CP on the program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026. The Government later issued Resolution 66.16/2026/NQ-CP on April 7, 2026, covering reductions and simplifications of administrative procedures and regulations related to production and business under the remit of 14 ministries and sectors.
According to the resolutions, reducing and simplifying administrative procedures and related regulations must ensure convenience for organizations and individuals, create a favorable, healthy, and fair business environment, foster innovation and creativity, and enhance the effectiveness of state management.
The Ministry of Justice, in a letter to ministries and localities on implementing reductions and simplifications under Resolution 66/2025/NQ-CP, asked agencies to eliminate 100% of unnecessary or conflicting investment and business conditions, including those that are vague or unclear. It also requested removal of 100% of investment conditions for sectors not covered by the Investment Law’s list of conditional sectors.
