Sơn La Province has submitted a proposal to the Prime Minister, the Ministry of Construction and the Ministry of Finance regarding the upgrade and completion of the Hoa Binh–Moc Chau expressway segment through Sơn La.
The expressway project is being implemented in phases. The current phase is designed with 2 lanes and a 12-meter roadbed width, while sections requiring deeper excavation and embankment are planned at a full-scale width of 22 meters.
The route runs for more than 32 km, starting at Van Ho commune and connecting with the Phu Tho section, with the terminus at National Highway 43 in Van Son ward. The investment for the ongoing phase is more than 4,900 billion VND. Construction began in May 2025 and is expected to be completed in 2028.
Sơn La Province said other related segments—such as Moc Chau–Son La–Dien Bien–Tay Trang border gate—are under review for investment at a 4-lane scale. The province argues that expanding Hoa Binh–Moc Chau to 4 lanes is necessary to ensure consistency across the expressway system, improve exploitation efficiency, and align with the policy to complete phased expressway projects.
Land clearance has progressed to the full-scale design level. About 10 km (around 30% of the route length) has already been built to full-scale roadbed. The province stated that adjusting the project at this stage would mainly require adding surface structure, while reducing overall workload and improving traffic safety.
Given that a new project is already under construction, Sơn La Province said it is more favorable to adjust design and construction organization now to full-scale rather than expanding after the route begins operation.
Under the proposed plan, the upgrade and widening would cost about 4,500 billion VND. If approved, the total investment for the entire route would be more than 9,400 billion VND, with implementation expected in 2026–2028.
Sơn La Province asked the Ministry of Construction to propose to the Prime Minister approval to upgrade the Hoa Binh–Moc Chau expressway segment through Sơn La to 4 lanes, and to keep the local authority as the project’s investor.
The province also requested the Ministry of Finance to allocate central budget funding for 2026–2030, estimated at about 4,476 billion VND, to implement the project.
