Investment in constructing Provincial Road 485B totals over 560 billion VND, implemented by the Project Management Board No. 2 for Investment in Construction in Ninh Bình province. The road is over 15 km long, with an 11-meter-wide pavement, two lanes, and a design speed of 80 km/h. It runs from the Kinh Lung ferry area in Lien Minh commune to the intersection with National Route 21B in My Loc ward. Construction began in 2019 and was completed in November 2024.
After completion, the road was expected to support socio-economic development, strengthen national defense, and progressively complete the Belt II transport framework as planned. However, the project remains “broken” at the crossing with the Hanoi–Ho Chi Minh railway at Km94+250 (Truong Thi ward, Ninh Bình).
Although the railway crossing at Km94+250 was built according to the design, vehicles cannot pass straight through the crossing to enter QL10 and continue along the route because the barriers remain closed. As a result, residents must detour via a nearby service road about 200 meters away, creating inconvenience and reducing the corridor’s overall utilization.
According to a representative of PMB No. 2 for investment in construction of Ninh Bình, opening the crossing at Km94+250 must be paired with closing the existing crossing at Km93+893 (about 300 meters away), in line with the approved technical plan. To address residents’ travel needs during the implementation of Provincial Road 485B, the unit invested in building a service road along the Nam canal bank, connecting from Km93+893 to Km94+250.
After completion, Vietnam Railways inspected the project and issued a decision to close the crossing at Km93+893 and regulate traffic through the railway at Km94+250, effective from February 6, 2025.
In response to petitions from residents in the neighborhoods of Cho Gao, Trinh Xuyen, and Trinh Xuyen Thuong (Truong Thi ward) requesting that the Km93+893 crossing be retained, PMB has temporarily not proceeded with closing the Km93+893 crossing. The unit is coordinating with local authorities to hold dialogues, strengthen public awareness, explain the situation, and incorporate residents’ opinions to determine a suitable resolution.
