Hoang Nam, Standing Vice Chairman of the Quang Tri Provincial People’s Committee, recently inspected the progress of land clearance for the Highway 15D investment project in Diên Sanh, Vĩnh Định and Mỹ Thủy communes. The Highway 15D section from Mỹ Thủy Port to the Cam Lộ – La Sơn expressway spans 21.05 km, with a total investment of 1,940 billion dong, and is divided into four component projects to be implemented in 2025–2027.
According to the inspection report, localities have actively carried out land clearance and achieved initial results, but the pace still does not meet the target. As of April 30, 2026, the localities had handed over only 4.31/21.05 km of land, equivalent to about 20% of the total length.
On the ground, the localities raised issues related to the liquidation of forest assets, approval of compensation plans for paddy fields, crops, residential land, and affected works.
After the inspection, Hoang Nam urged departments, agencies and localities to strengthen coordination and promptly propose suitable solutions to accelerate land clearance. He also called for mobilizing mass organizations to inform and persuade residents to agree with compensation and support plans.
Quảng Trị’s leadership said the province is ready to support resources to resolve the difficulties. As an initial measure, the provincial Land Development Center was instructed to increase by five the number of staff to assist localities with land clearance.
For contractors, the province asked them to proactively develop construction plans and prepare sufficient machinery, equipment and manpower so they can deploy immediately once land is cleared. Contractors were also asked to take advantage of favorable weather to work overtime to compensate for delayed progress.
Alongside the transport project, provincial leaders also focused on obstacles at the Gia Han High-Tech Pig Farm project in Tuyên Bình. Deputy Chairman Le Van Bao inspected the site and held talks with relevant units and the investor to remove bottlenecks.
The project has total investment of 2.4 trillion dong, covering 197 ha, with a scale of 15,000 sows and 450,000 fattening pigs per year. After more than eight months of construction, the earthworks package has completed about 75% of the work and is expected to finish in June 2026. Other components are being accelerated by contractors.
The company reported significant difficulties with electricity and water supply. Electricity supply progress, in particular, may lag by 6–18 months compared with the plan, potentially affecting investment efficiency and the province’s high-tech livestock development plans.
The company proposed studying a plan to use surface water from Vuc Tron Lake to proactively address the risk of water shortage during the dry season. The investor also requested resolution of issues related to connecting roads, forest management, and handling cases where people violate project boundary areas.
At the meeting, Le Van Bao assessed the project as one of the province’s key livestock initiatives, contributing to a high-tech livestock belt and supporting local agricultural economic development. The leadership requested localities and relevant units to support the investor in completing legal procedures, accelerating handover of remaining forest land, and resolving all boundary violations.
The Department of Industry and Trade was asked to coordinate with Quang Tri Power Company and the investor to address electricity supply. The Department of Agriculture and the Environment was asked to study a plan to source water from Vuc Tron Lake to enable the project to start operations on schedule.
