Regulation No. 19-QĐ/TW sets out the scope and application of political and ideological work within the Communist Party of Vietnam, applying to Party organizations and cadres and members throughout the Party. It defines the regulation’s aims, requirements, and principles, along with the contents, procedures, and responsibilities of Party committees, Party organizations, cadres, and members. It also establishes the system for inspection, supervision, commendation, and handling violations in political and ideological work.
The regulation aims to raise awareness, responsibility, political resolve, ethics, lifestyle, and the competence and capacity of cadres and Party members. It calls for steadfastly upholding the Party’s revolutionary goals and ideals, the ideological foundation, and the principles governing the Party’s organization and operation. It also emphasizes fighting, preventing, and pushing back against degradation in political thought, ethics, and lifestyle, including manifestations of “self-evolution” and “self-transformation,” while maintaining political and ideological orientation in all activities of Party organizations and members.
It further seeks to strengthen the Party’s political and ideological capacity, ethics, organization, and the contingent of cadres; enhance the Party’s ability for self-renewal and self-improvement and its fighting capacity in leading, ruling, and formulating policies and orientations. The regulation also highlights preserving the Party’s prestige, pioneering spirit, exemplary conduct, integrity, and unity, consolidating public trust in the Party, the State, and the socialist regime, and ensuring the Party’s absolute and comprehensive leadership over the State and society.
The regulation states that political and ideological work is a top-priority task in Party building. It must be conducted regularly, continuously, seriously, and substantively, and be linked with implementing political tasks and Party-building work. It requires closely combining “building” and “fighting,” where “building” is described as a basic, strategic, long-term task and “fighting” as an important, urgent task. It also calls for strengthening the application of science, technology, and digital transformation in political and ideological work.
The regulation sets out implementation principles requiring that all activities of Party organizations, cadres, and members be absolutely consistent in politics and thought. It requires strict observance of the Party’s organizational and operational principles, especially democratic centralism, self-criticism, and criticism from others. It also emphasizes upholding the leadership of the Party and the responsibility of leaders to set an example, actively grasping ideological conditions, guiding public opinion, and timely combating erroneous and hostile viewpoints.
The regulation defines political work as maintaining the revolutionary nature of the Party and applying and creatively developing Marxism-Leninism and Ho Chi Minh Thought. It includes ensuring centralized leadership and unity between the Central and local Party committees, and closely linking political work with organizational work, personnel work, internal political protection, inspection and supervision, mass mobilization, and the practical implementation of political tasks.
The regulation defines ideological work as aligning cognition and action on national independence linked to socialism. It includes building Party culture and standards of revolutionary ethics, pioneering, exemplary conduct, integrity, and discipline among cadres and Party members. It also calls for innovating political-ideological work methods toward modernity, applying digital technologies, and enhancing political communication capacity, while firmly protecting the Party’s ideological foundation, especially in cyberspace.
Regulation No. 19-QĐ/TW takes effect from the date of signing, 8 April 2026.
