Ho Chi Minh City is pursuing port projects on a USD-billion scale to position itself as a regional logistics hub. The city has approved an investor consortium for the Can Gio International Transshipment Port, alongside other major developments aimed at expanding container handling capacity and strengthening links to global shipping routes.
Ho Chi Minh City approved an investor consortium for the Can Gio International Transshipment Port comprising Vietnam Maritime Corporation (VIMC), Saigon Port Joint Stock Company, and Terminal Investment Limited Holding S.A.
The project is designed around a main quay of about 7.5 km. Expected capacity is 4.8 million TEUs by 2030 and 16.9 million TEUs by 2047.
In the initial phase, the port is planned to include 2–4 berths capable of serving ships up to 250,000 tons or larger. The project targets throughput of 22.8–57 million tons (equivalent to 2.4–4.8 million TEUs).
The estimated total investment is about VND 128.872 trillion (roughly USD 4.99 billion), covering 571 hectares, with a 20-year construction timeline.
Upon completion, the Can Gio port could generate annual revenue of VND 34,000–40,000 billion and create 6,000–8,000 direct jobs, along with tens of thousands of indirect jobs.
Separately, Cai Mep Gemadept – Terminal Link is invested by Cai MeP Gemadept and Terminal Link, with total capital around VND 21,227 billion.
Phase 2 covers 54.45 hectares, with an additional investment of about VND 8.3 trillion to build a main quay, upstream quay, and barge quay. When completed, the port is expected to handle ships up to 250,000 DWT (about 24,000 TEUs).
Cai Mép Gemadept – Terminal Link was first licensed in 2008, and Phase 1 has been completed, allowing it to receive ships of about 232,000 tons.
Experts assess that the three ports, once completed, could help place the Ho Chi Minh City port complex among the world’s busiest.
The broader logistics and maritime economy strategy for Ho Chi Minh City emphasizes leveraging a 110-km coastline from Can Gio to Vung Tau. Cai MeP – Thi Vai is positioned as a deep-water cluster among the world’s large container ports, with direct links to trans-Pacific and Europe routes.
The city plans to concentrate cargo ports at Cai MeP – Can Gio, develop a rail container line to Cai MeP – Thi Vai, and invest heavily in port infrastructure to drive growth, boost national GRDP, and elevate Ho Chi Minh City as an international container transshipment hub and a gateway to global supply chains.
By 2024, the Ho Chi Minh City port cluster ranked 22nd busiest in the world (about 9.1 million TEUs), while Cai MeP ranked 31st (about 7 million TEUs).
