Dr. Võ Trí Thành, Director of the Institute for Strategic Branding and Competition, said the supplementary report on the results of implementing the socio-economic development plan in 2025 conveys the government’s governance direction and commitment to achieving development targets in the new term.
He noted that the report is presented in a context where socio-economic data has become relatively more complete, particularly for 2025 results and the first quarter of 2026. This, he said, provides a more holistic and concrete view of what has been achieved and the targets to be pursued next.
Dr. Thành said that while the content among the 12 task groups is not entirely new, implementation pressure has increased significantly. The primary challenge, he added, is to realize high growth targets—potentially two-digit growth in the coming years—an ambitious objective that would require fundamental changes in how the economy is managed, greater policy coherence, and stronger political will.
Another challenge highlighted in the report is balancing growth with macroeconomic stability. Dr. Thành said that high growth can bring risks to public finance, real estate, and macroeconomic variables, making it harder to maintain stability amid rising external pressures.
Dr. Thành said reform and restructuring remain core tasks, but progress has fallen short of expectations. He pointed to the need to advance restructuring across sectors—from science and technology to innovation and key industries—while still ensuring near-term growth. He emphasized that this is difficult, especially given the large transformation costs involved.
A notable point in the report, Dr. Thành said, is the focus on implementation organization, particularly the machinery and human resources. He described the current period as a transition toward a leaner, more efficient operating model, but said this requires time and stronger leadership accountability.
In that context, he said the demand is not only to “dare to do” but also to “know how to do” and to “do it effectively,” which is especially important when dealing with thousands of stalled projects.
Dr. Thành concluded that the report does not introduce entirely new content, but reflects a new context with higher pressures that require higher performance. He said global uncertainties, domestic resource constraints, and limited policy space—particularly monetary policy—complicate governance.
Looking ahead, he said task implementation should take a holistic approach: prioritizing clearly defined goals, ensuring accountability, and maintaining transparent governance mechanisms, while accepting short-term trade-offs to achieve rapid, sustainable, and inclusive growth over the long term.
