On the afternoon of April 26, according to sources from the reporters of Nguoi Lao Dong News, Mr. Nguyen Thanh Phong, director of Tay Ninh Lottery One Member LLC, has signed an urgent notice sent to the company’s lottery agents. This move follows the company’s implementation of directives from the Southern Lottery Council regarding traditional lottery tickets being sold outside the designated southern market, and a directive from Ninh Thuan Lottery Company to coordinate handling of violations involving distribution of tickets outside the designated area. Accordingly, Tay Ninh Lottery’s company requires its agents to implement three key points. First, agents must comply with selling tickets within the Southern market, distribute tickets through the official lottery agent network, and sell directly to customers. Agents are not allowed to distribute tickets via channels such as landline phones, mobile devices, electronic devices, the Internet, or telecommunications means as detailed by the Ministry of Finance’s guidance on lottery business operations. Second, agents should maintain market stability in the traditional lottery business; exchange and sale prices must be fair and aligned with the interests of agents at all levels and street ticket sellers. Third, comply with Circular 75/2013 of the Ministry of Finance; strictly prohibiting promotional activities in lottery business such as price reductions; giving away tickets for free; giving gifts in kind, cash, or service vouchers to customers to obtain benefits; increasing prize values beyond the rules; selling tickets tied to promotional programs.
