From May 21, lodging declarations for both Vietnamese citizens and foreigners will be handled on a single platform, replacing older, outdated systems. The new system integrates two functions—lodging notifications for Vietnamese citizens and temporary lodging declarations for foreigners—through one access point at http://tbltkbtt.bocongan.gov.vn.
The unified platform can be accessed via desktop browsers, mobile devices, and mobile apps for Android and iOS. Authorities say the single system helps accommodation businesses reduce steps, save time, minimize errors, and manage data centrally.
The platform also includes account registration and verification, the ability to manage multiple branches under a single main account, role-based access control, and automatic extraction of data from passport and citizen identity photos. It further supports searching and managing guests’ stay histories.
Once the new system begins operation, accommodation businesses will no longer use the previous platforms, including hochiminh.xuatnhapcanh.gov.vn and the ASM lodging notification software. Authorities state that accounts issued previously will remain usable, but users must adjust usernames to match the new structure.
The system is currently being rolled out in seven provinces/cities: An Giang, Hai Phong, Bac Ninh, Phu Tho, Quang Ninh, Thanh Hoa, and Ho Chi Minh City. It is also applied in three wards of Hanoi: Hai Ba Trung, Hoan Kiem, and Ngoc Ha.
For lodging facilities in An Giang, Hai Phong, Bac Ninh, and Phu Tho that use accounts from the old system, authorities instruct that, when logging in to the new system, users add the corresponding prefixes.
Authorities say the unified system is intended to improve coordination among local agencies and streamline lodging operations. They add that it will shorten processing times, reduce errors in declarations, and support timely and accurate updates. Lodging data will be centrally connected to assist residency management and help authorities maintain security, order, and crime prevention.
Police urge hotels, guesthouses, homestays, serviced apartments, and other lodging facilities to study the guidance documents, update information, and actively deploy the new system from the official operation date. To ensure a smooth transition, lodging facilities should check the accounts they are using, update usernames according to the Public Security’s instructions, and assign staff to master the new system’s procedures.
Authorities also note that from May 21, all lodging notifications and temporary lodging declarations must be conducted on the ministry’s new system. Non-compliance, incomplete declarations, or late submissions may be subject to penalties under the law.
In addition to meeting deadlines, lodging facilities are advised to regularly review and cross-check guest information to ensure entries are complete, accurate, and reflect reality. Authorities say higher data quality will improve management effectiveness and reduce risks in lodging management.
Authorities emphasize that notice requirements for lodging for Vietnamese citizens and temporary lodging for foreigners remain mandatory under the law. They urge each lodging facility to treat these requirements as legal obligations coordinated with authorities to help ensure a safe and healthy lodging environment.
