Participants at the meeting included representatives from the People’s Committees of Hanoi, Ho Chi Minh City, Da Nang, Thanh Hoa, the director of the Civil Aviation Authority of Vietnam (CAAV) and a representative from Vietnam Airports Corporation (ACV). At the meeting, Vietjet’s representative said: In a world where geopolitics is multi-polar, air transport and related services will grow strongly. Domestically, the target of two-digit growth by 2045 sets a requirement to reform the industry, aiming to raise the aviation market to a high level and make it a driver of national connectivity and development. Vietjet proposes that the airline together with the People’s Committees of the localities, ACV, and the Civil Aviation Authority of Vietnam participate early and more deeply in the mission and implement airport planning, while creating conditions for Vietjet to develop stable ground, technical and logistics services, ensuring safe, efficient, sustainable operations and passenger services that meet international standards. At Tan Son Nhat International Airport, Vietjet has absorbed Document 6148 dated 24/4/2026 from the Ministry of Construction and cooperates closely with the CAAV, ACV and related agencies in the process of planning for the period 2021-2030, with a vision to 2050. It proposes to strengthen the participation of the Ho Chi Minh City People’s Committee to ensure coherence, efficiency, and maximize the role of airports as drivers of economic and social development. Vietjet is also ready to co-finance the planning work with ACV in accordance with regulations. To improve service quality, Vietjet proposes to lease longer-term space at Terminal 1 of Tan Son Nhat Airport to renovate, operate stably and serve passengers better. Vietjet also proposes appropriate mechanisms to participate in implementing infrastructure projects on the principle of balancing interests, risk sharing, ensuring fair competition. At Long Thanh, Sovico and Vietjet propose to invest in essential items such as equipment maintenance areas, warehouses, contributing to a synchronized, modern operating system. With Noi Bai, Vietjet believes planning should be adjusted earlier, in sync with Gia Bình airport and to add urban rail connections, creating an integrated transport system with a long-term vision. The group also proposes to participate with local authorities to develop Tho Xuan and Chu Lai airports linked to a logistics center and an aviation-industrial hub. In remarks at the meeting, Minister Tran Hong Minh praised Vietjet for proactively implementing the spirit of Politburo Resolution 68 on private sector development, especially in prioritizing investment in infrastructure development, including airport infrastructure and aviation infrastructure. As the competent state management agency, the minister said he would consider Vietjet’s proposals based on ensuring alignment with planning, serving safe operations and passenger service quality; carefully evaluating transport demand, investment capacity, avoiding dispersal and waste. At the same time, clarifying the investment model, mechanism, and resources to ensure openness, fairness, transparency; ensuring fair competition; ensuring harmony of the state, operators and investors; avoiding negative effects and waste. After hearing opinions from agencies, units and localities, Minister Tran Hong Minh stressed that Vietjet’s proposals have been endorsed by the Standing Government, and therefore the Ministry of Construction and related units and localities should urgently implement each item, ensuring progress and on schedule. Regarding the Tan Son Nhat proposal, the minister agreed Vietjet’s participation in co-financing the planning work. He also asked ACV to complete the planning adjustment dossier by May 30 for the Ministry of Construction to obtain opinions and conduct appraisal, aiming to complete before June 20. Regarding the request to lease the domestic North Terminal 1 longer, the minister said this is a legitimate need and asked ACV to coordinate with Vietjet to agree on an appropriate plan that balances interests and enhances operation efficiency. All content related to the terminal, connectivity, and functional use ties to the overall plan for Ho Chi Minh City, so the minister asked ACV and Vietjet to coordinate closely with the locality to ensure consistency. Similarly, for Noi Bai International Airport, the minister also asked ACV to coordinate with Vietjet to complete all planning contents before May 30, and strengthen coordination with Hanoi in developing plans to connect with urban rail lines. For Long Thanh International Airport, four essential service infrastructure items related to the Ministry of Construction and ACV will be included in the feasibility study for Phase 2, to be approved by June 15. After that, the Civil Aviation Authority of Vietnam, the Planning - Finance Department, ACV, Vietjet will coordinate to guide construction, ensuring completion before the airport opens. Regarding proposals for Chu Lai and Tho Xuan airports, the minister recommended ACV issue letters to Da Nang city, Thanh Hoa province, and the Ministry of Construction for feedback to implement. For investment methods at these two airports, Vietjet is asked to work directly with the local authorities to unify and implement. In addition, Vietjet must coordinate with the localities to participate in completing and accepting the planning tasks performed by ACV and to carry out investment procedures at these airports. For Da Nang International Airport specifically, the minister tasked the Civil Aviation Authority of Vietnam to coordinate with ACV based on proposals to upgrade the airport in line with approved planning.
