Vietnam is pushing ahead with regulatory reforms aimed at reducing bureaucratic hurdles for businesses, citing progress in digitizing procedures while acknowledging that several bottlenecks remain.
The initiative, supported by VINACAS, highlights that while procedures are increasingly being digitized, import clearance continues to be problematic. The core issue is a mismatch between electronic phytosanitary certificates and requirements to submit original hard copies or printed documents bearing signatures and seals from the exporting authority.
According to the report, this form mismatch can lead to cargo being held at ports. When this occurs, processing time can be extended by 10–15 days, during which storage costs accumulate and business operations are disrupted.
In Ho Chi Minh City, reforms have begun to standardize procedures for social housing projects, with the aim of shortening processing times.
For social housing projects not funded by public capital, the process includes seven steps and takes about 132 days. For projects using public investment, the process includes eight steps with a maximum duration of about 122 days, excluding budgeting steps.
Private developers reported progress in legal documentation that supports sales and handovers. Novaland said it has advanced in legal documentation enabling sales and handovers.
