During a state visit to China from April 14 to 17, 2026, on April 15, General Secretary and President of Vietnam To Lam and General Secretary and President of the People’s Republic of China Xi Jinping witnessed the signing of numerous representative cooperation documents between the ministries and localities of the two countries, covering topics from politics and security to foreign affairs, economy, trade, infrastructure, science and technology, education, culture, and health. The documents include: 1) Memorandum of Understanding on cooperation within the Global Security Initiative framework between the Government of the Socialist Republic of Vietnam and the Government of the People’s Republic of China. 2) Memorandum of Cooperation between Hanoi and Beijing for 2026–2030. 3) Protocol on the establishment, management and operation of the ministers’ hotlines between the Ministry of Public Security of Vietnam and the Ministry of Public Security of China. 4) Cooperation plan between the Communist Party of Vietnam and the Communist Party of China for 2026–2030. 5) Cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the Central Foreign Affairs Office of the Communist Party of China. 6) Memorandum of Understanding on cooperation between the Central Organization Commission of the CPC and the Organization Commission of the CPC of Vietnam. 7) Memorandum of Understanding on railway training cooperation to strengthen railway personnel capacity. 8) Memorandum of Understanding on vocational education cooperation between Vietnam’s Ministry of Education and Training and China’s Ministry of Education. 9) Memorandum of Understanding on information technology and digital transformation cooperation between Vietnam’s Ministry of Science and Technology and China’s Ministry of Industry and Information Technology. 10) Memorandum of Understanding on enhanced cooperation in civil and commercial dispute resolution between Vietnam’s Ministry of Justice and China’s Ministry of Justice. 11) Memorandum of Understanding on establishing a working group to promote cross-border economic cooperation between the Vietnamese Ministry of Industry and Trade and the Chinese Ministry of Commerce. The signing ceremony also included other memoranda and agreements reflecting cooperation across government and party bodies, infrastructure and education.
