On the morning of 16 April 2026, Prime Minister Le Minh Hung spoke by phone with Prime Minister Lawrence Wong at Government Headquarters to discuss directions for advancing the Vietnam–Singapore Comprehensive Strategic Partnership.
Prime Minister Lawrence Wong congratulated Prime Minister Le Minh Hung on being entrusted with the role for the 2026–2031 term and expressed his wish to work closely to develop the two countries’ Comprehensive Strategic Partnership in a robust, substantive and effective manner.
In response, Prime Minister Le Minh Hung said Vietnam would soon issue new policies to attract stronger foreign investment, including from Singapore. He proposed Singapore’s support to build international financial centers and to expand and upgrade the Vietnam–Singapore Industrial Park (VSIP) network to a new generation linked to high-tech transfer.
Prime Minister Lawrence Wong highly appreciated Vietnam’s assessments and proposals and affirmed that Singapore values its relationship with Vietnam and is ready to implement the agreed cooperation content. He stressed enhancing high-level exchanges, economic cooperation, defense–security and other areas, contributing to peace, stability and development in the region.
Prime Minister Lawrence Wong said he will raise the total number of VSIP in Vietnam to 30 industrial parks in 2026 to mark the 30th anniversary of the project’s presence in Vietnam. He also pledged continued support for training and human-resource development, especially for senior officials, through new training agreements and expanding the Singapore Cooperation Program to Vietnamese localities.
The two sides also discussed the potential for breakthroughs in new areas, including carbon-credit trading and food-security cooperation.
The two Prime Ministers agreed to continue strengthening political trust and expanding exchanges at all levels. They also agreed to maintain current cooperation mechanisms, including the annual PM-to-PM dialogue, and to promptly implement the Strategic Dialogue mechanism between the two ruling parties in 2026.
They further agreed to strengthen energy-security cooperation and prioritize resources for implementing the Comprehensive Strategic Partnership Action Plan for 2025–2030.
In addition, the leaders agreed on the possibility of signing an intergovernmental agreement on cross-border low-carbon electricity purchases, creating a legal framework for wind-energy exports from Vietnam to Singapore.
In a complex international environment, Prime Minister Le Minh Hung proposed strengthening ASEAN coordination, especially in 2027 when Singapore chairs ASEAN and Vietnam hosts APEC. He also proposed promoting defense–security cooperation, combating cross-border crime, supporting the construction and operation of the National Data Center, the High-Performance Computing Center and AI, and advancing negotiations on the COC to be effective.
On this occasion, Prime Minister Lawrence Wong extended an invitation for an official visit to Singapore.
