On April 24, 2026, Government Information posted guidance on SIM verification. On April 15, 2026, the Ministry of Science and Technology issued Circular 08/2026/TT-BKHCN guiding the verification of mobile subscriber information. The circular requires telecom operators to provide services only to numbers that have completed registration and verification of subscriber information in accordance with regulations. Therefore, subscribers who do not complete verification will be locked according to the timelines below. Viettel’s review identifies three groups of users who must promptly update their information to avoid SIM lock. First, users who registered with a 9-digit ID card or a 12-digit citizen ID card must update their information using the chip-enabled CCCD through the “SIM information verification” feature in the MyViettel app. Second, users registered with other documents (passport, army/police IDs) or who received an information standardization invitation from Viettel should update via the “Standardize information” feature in MyViettel. Third, SIMs registered under another person’s name must have the old and new owners visit a Viettel store to complete the ownership transfer when biometric verification is applied. Viettel notes that if your number is already registered in VNeID Level 2 or has undergone biometric verification via a chip-based CCCD through the network, you are in the safe group and no action is required at this time. The article then outlines four methods of subscriber verification (biometric SIM verification): 1) Online verification via the National Digital Identity App (VNeID); 2) Online verification via the telecom provider’s own app; 3) In-person verification at a point owned by the telecom provider; 4) In-person verification at a designated point established by another telecom provider under a signed authorization. The circular also requires telecom operators to maintain complete and accurate documents proving the verification measures implemented for active mobile numbers, unless otherwise required by law. The MyViettel verification process (for the owner) is described step by step: Step 1, install MyViettel; Step 2, log in with your Viettel number and select the appropriate verification path; Step 3, take photos of the identity document CCCD and your portrait; Step 4, scan the CCCD chip; Step 5, verify information against the CCCD; Step 6, review the contract details and sign electronically; Step 7, confirm with an OTP; Step 8, receive a confirmation of document update.
