VinMetal, a steel producer under Vingroup, and Primetals Technologies have signed a memorandum of understanding (MoU) setting out a strategic collaboration to develop a large-scale integrated steel production complex in Ha Tinh. The project is planned to produce both long and flat steel products, using advanced, green and digital technologies aligned with international standards.
Under the agreement, Primetals will act as the Technology Integrator. Working with VinMetal, it will design and optimize technology solutions across the full process chain, from pig iron making and steelmaking to rolled steel finishing. Primetals will also coordinate and synchronize technical interfaces between different packages and EPC contractors to support seamless integration at plant scale.
The partnership is intended to help VinMetal reduce technical integration risks associated with a multi-package deployment model and to shorten project development timelines by standardizing technology and financial solutions from the outset.
In addition to technology, the two sides plan to expand cooperation in areas including human resources development, operations and maintenance, and digital transformation. The stated goal is to improve overall operational efficiency and support long-term sustainable growth.

Primetals Vice Chairman Kosei Tsuji added: “VinMetal is a partner with a long-term vision and a clear commitment to sustainability in the metallurgy sector. We believe that the synergy between Primetals' leading technology and VinMetal's strategic direction will create an advanced, efficient, and sustainable steel complex in Vietnam.”
VinMetal is currently implementing a steel plant project in the Vung Ang Economic Zone in Ha Tinh, with the aim of beginning initial operations in 2027. The project is designed to become a high-tech steel complex for the region, supplying high-quality steel products for domestic industry and infrastructure development, as well as for export.
Primetals Technologies was formed from the merger of Siemens VAI (Germany) and Mitsubishi-Hitachi Metals Machinery (Japan), which is now owned by Mitsubishi Heavy Industries. The company is known for integrated steelmaking technology, rolling, Level 1-3 automation, and digital plant solutions for large-scale steel complexes. It is described as one of the few firms worldwide able to provide end-to-end solutions for the steel industry, combining European engineering standards with Japanese industrial and management practices.
