On April 25, Hung Yen Provincial Police announced that the Investigative Police Department of Hung Yen Provincial Police has filed charges and indicted suspect Phạm Thị Như Quỳnh (born 1984, residing in Tran Hung Dao Ward, Hung Yen Province) on charges of fraud and misappropriation of assets, and forgery of seals and documents of agencies and organizations.
Authorities said that between May 2025 and December 2025, Quỳnh used sophisticated methods to defraud victims. The scheme involved disseminating false information that she could purchase real estate in Thai Thuy commune, Hung Yen Province at preferential prices, and using forged investor documents.
Based on the investigation, Quỳnh allegedly defrauded more than 42 billion VND from victims.
The Investigative Police Agency said it is continuing to expand the case and urged victims or anyone with information related to Quỳnh’s alleged acts to report to the police promptly to protect their rights and assist law enforcement, contributing to transparency in the local real estate market.
