ACV has proposed a two-phase plan to transfer airport operations from Tan Son Nhat International Airport to Long Thành International Airport, with international flights being gradually shifted to Long Thành. The first passenger flight to Long Thành landed on December 19, 2025.
Under ACV’s proposal, from the start of Long Thành’s commercial opening through the end of the Winter 2026-27 schedule (December 1, 2026 to March 27, 2027), all long-haul international flights—including cargo transport—would be moved from Tan Son Nhat to Long Thành. This would account for about 19% of international passenger traffic in the Ho Chi Minh City area.
From the Summer 2027 schedule through 2030, ACV proposes transferring the remaining international flights to Long Thành, except routes under 1,000 km operated by Vietnamese carriers.
If approved, Long Thành would handle more than 90% of international passenger traffic in the Ho Chi Minh City region in 2027. After 2030, ACV proposes that all regular international flights operate at Long Thành, while Tan Son Nhat would mainly serve domestic flights, non-scheduled international flights, and charter flights.
ACV said it is accelerating Phase 3 of the project and preparing Long Thành for operation in terms of organization, staffing, operating plans, and testing. ACV has established the Long Thành International Airport Branch to manage and operate the airport.
ACV has also set up the Long Thành Cargo Services Branch and the Long Thành Aviation Fuel Services Branch to manage related operational areas.
On staffing, ACV has drafted training plans and assignments to familiarize personnel with Long Thành’s equipment. Many staff have been placed at Tan Son Nhat to gain practical experience before commercial operation.
ACV has also signed a consulting contract with the Incheon Airport consortium, comprising Incheon International Airport Corporation and PIF, to implement management, operation, and transfer.
ACV stated that it has completed the first two phases: defining the operating concept and core procedures, and establishing commercial policy, business plans, and financing strategy.
The third phase—operational testing and transfer—is planned to be conducted in three testing rounds in September, October, and November 2026.
After competent authorities issue the plan dividing operations between Long Thành and Tan Son Nhat, ACV said it will coordinate with relevant stakeholders to implement the approved arrangement.
