The Prime Minister’s Office has issued Official Dispatch No. 431/TTg-KGVX dated 22/4/2026, requesting the Ministry of Home Affairs and provincial and municipal People’s Committees to strengthen care for people with meritorious service on the occasion of the 51st anniversary of the Liberation of the South and national reunification.
The dispatch also covers preparations for the 80th anniversary of War Invalids and Martyrs Day (27/7/1947 – 27/7/2027).
To improve the work of “Gratitude and Remembrance” for these anniversaries, the Prime Minister requires provincial and municipal People’s Committee chairpersons to ensure that centers directly caring for meritorious people organize visits and present gifts from General Secretary and President To Lam to wounded soldiers and seriously ill veterans currently being cared for and treated at these centers.
Gifts must be completed before 28/4/2024.
The dispatch instructs localities to carefully review the subjects who are biological children of veterans involved in the resistance who were exposed to chemical agents, in line with Directive No. 270/TTg-KGVX.
Localities are asked to primarily and promptly review those who are biological children of veterans exposed to chemical agents and are currently receiving monthly preferential allowances, living in temporary housing or dilapidated housing. A list of these individuals must be sent to the Ministry of Interior before 20/5/2026.
The Prime Minister requests provincial and municipal authorities to strengthen the effectiveness and efficiency of state management over meritorious work; implement timely and smooth administrative procedures for recognizing meritorious status and paying preferential allowances; and absolutely avoid interruptions.
Localities are also asked to prioritize allocating resources to renovate and upgrade memorials to martyrs and facilities for caring for meritorious people during 2026–2030, and to organize visits and gifts for meritorious individuals within their localities.
The Prime Minister calls on Party committees, authorities, the Fatherland Front, social organizations, and every citizen to participate through concrete, meaningful actions. The dispatch sets a goal that by 2030, 100% of meritorious people and their families will receive comprehensive care, with living standards higher than the local community average.
The Ministry of Interior is tasked with guiding localities in implementing the gifting duties of the General Secretary and the President, and compiling a results report to submit to the Prime Minister before 13:00 on 29/4/2026.
The Ministry of Interior will also compile the list of subjects who are biological children of war veterans exposed to chemical agents and currently receiving monthly preferential allowances, who live in temporary housing or dilapidated housing. Based on that list, it will coordinate with the Ministry of National Defense to propose measures to help eliminate temporary housing and dilapidated housing for these subjects.
Separately, a related update states that 703 billion VND has been disbursed for meritorious people as of the Tet gift disbursement progress, with 14 groups of meritorious people receiving state Tet gifts.
