Citizens registering a Level 2 electronic identification (eID) account have raised questions about whether a personal SIM card is mandatory, after conflicting guidance they received during the process.
One resident, Mr. H.N., said his 19-year-old son uses a phone SIM registered under his father’s name. When the son attempted to register for a Level 2 eID account at the ward police office, he was told that the phone SIM must be in the owner’s name.
However, when he tried to transfer the SIM’s ownership through a mobile operator, he was informed that a Level 2 eID is required to proceed with the transfer. Mr. N. said he did not know how to resolve the issue and asked the Ministry of Public Security for clarification.
The Ministry of Public Security stated that, for registering an electronic ID account, citizens only need to register with a phone number that is not linked to any electronic ID account, and that no identity checks are performed in the software.
Despite this, the Ministry said the issuance process still requires the registered SIM to be the owner’s SIM to prevent the account from being locked if the owner of that number registers for an electronic ID account.
For registering a main-owner SIM, the regulations cited by the Ministry indicate that when registering the main SIM, the citizen only needs a valid identity card or passport. There is no requirement for Level 2 electronic ID in that step.
