Prime Minister Le Minh Hung stated this during a meeting with the Ministry of Science and Technology on April 22 to discuss implementing science and technology tasks, innovation and digital transformation. In concluding remarks, the prime minister said Resolution 57 is a strategic orientation of special importance; its implementation must be decisive and effective. He appreciated the efforts of the Ministry of Science and Technology, but noted delays in some tasks; the institutional framework and policies in certain areas remain inadequate; the linkage between research, application, training, and the market remains weak. Looking ahead, he called for prioritizing resources and raising the share of development expenditure on strategic technology, high technology and core technology; policies should shift from input-based support to output-based results. He also emphasized mastering core technologies, prioritizing absorption, transfer, and mastery of foundational and advanced technologies, and promoting the development of digital assets and sound, efficient digital currencies. The prime minister instructed accelerating digital transformation, especially the digital economy, with targets: the share of the digital economy in GDP at 30%; over 40% of enterprises engaged in innovation; average growth of e-commerce turnover at 23-25%. Urgently completing 16 overdue tasks and issuing 3 decrees and 2 decisions guiding the Digital Transformation Law and AI Law were also requested. In Q2, the Ministry of Science and Technology will coordinate with central policy and strategy bodies to draft a resolution on a national development model in the new period, based on science and technology, innovation and digital transformation, for consideration by the 3rd Central Committee.
