The first session of the 16th National Assembly opened on the morning of April 6. As the first session of the new tenure held immediately after the elections, it is designed to consolidate the state apparatus for the 2026-2031 term.
Preparation for the session involved the Standing Committee of the National Assembly soliciting opinions on session content, while the Office of the National Assembly intensified guidance and coordinated with relevant agencies to implement, review, and refine arrangements to improve service quality.
Under the planned program, the session’s total working time is about 11 days, split into two phases: phase 1 from 6-12 April and phase 2 from 20-23 April, with reserve days on 24-25 April. The agenda covers organizational and personnel matters, legislative work, and economic-social issues, including the state budget and other key items.
Organizing the apparatus and personnel is the session’s core focus. The National Assembly will allocate about 2.5 days to consider and decide on organizational and personnel matters.
At the session, the National Assembly will elect and approve a range of top leadership positions provided by the Constitution and law. This includes electing the Chairman of the National Assembly, the Vice Chairman of the National Assembly, and members of the Standing Committee. It will also elect the President, Vice President, Prime Minister, Chief Justice of the Supreme People’s Court, Prosecutor General of the Supreme People’s Procuracy, and Auditor General of the State, among others.
The National Assembly will also confirm nominations for Deputy Prime Ministers, ministers, and other cabinet members under its authority. In total, the number of positions elected and confirmed at the first session is 39, covering central leadership roles to ensure coherent state institutions for the new term.

Notably, the National Assembly will consider and pass resolutions on the 2026-2030 five-year socio-economic development plan; the five-year national financial plan for 2026-2030; the debt borrowing and repayment plan for 2026-2030; and the mid-term public investment plan for 2026-2030. These measures are intended to provide orientation for the next five years.
The consideration and passage of these plans and budgets for the coming five years—covering broad directions and coordinated solutions—reflect the determination of the National Assembly and the Government to pursue socio-economic development, build a solid financial foundation, and allocate resources across sectors in line with strategic goals for each period. This is expected to support macro targets and enable rapid, sustainable development in the new term.
According to the program, on the first working day the National Assembly will hear the inauguration speech by the Chairman of the XV National Assembly; directives by General Secretary of the Communist Party Central Committee, To Lam; the National Election Council’s report summarizing election results for deputies of the 16th National Assembly and people’s councils at all levels for the 2026-2031 term; and results verification of qualifications of the 16th National Assembly deputies.
