Emergency Dispatch No. 09/CĐ-CT from Vietnam’s Tax Department (under the Ministry of Finance) instructs tax authorities nationwide to implement key provisions on environmental protection tax, value-added tax (VAT), and special consumption tax for gasoline, diesel, and aviation fuel under National Assembly Resolution 19/2026/QH16.
The dispatch was sent to heads of provincial and city tax administrations, as well as to the head of the Electronic Tax Administration Department and the head of the Large Taxpayers Department, requiring immediate rollout. The Tax Department urged units to promptly disseminate information to tax officials and taxpayers and to prepare all necessary conditions to ensure timely enforcement.
On April 12, 2026, the National Assembly passed Resolution 19/2026/QH16. The resolution takes effect from April 16, 2026 through June 30, 2026.

Dispatch 09 states that environmental protection tax rates for gasoline (excluding ethanol), diesel, kerosene, mazut, and aviation fuel are set at zero đồng per liter.
For gasoline, diesel, and aviation fuel, the dispatch indicates that these goods do not require VAT declaration or payment. However, input VAT can still be deducted.
For excise tax, Dispatch 09 specifies that the applicable rate for various gasoline types is zero.
Tax authorities are urged to implement the measures proactively and ensure uniform compliance across localities.
The dispatch and related government information indicate a projected reduction in state budget revenue of about 7.3 trillion VND per month.
It also notes that, under Prime Ministerial Directive No. 482 (applicable until April 15), environmental protection tax, VAT, and excise for gasoline (excluding ethanol), diesel, and aviation fuel are set at zero. However, diesel and mazut still carry environmental tax of 600 VND per liter and 1,000 VND per kg, with VAT at 10%.
