On the morning of April 15, Prime Minister Lê Minh Hưng, Chairman of the Central Emulation and Reward Council for the 2026–2031 term, chaired the first session to implement key tasks for the near future. Attending were the Council’s Vice Presidents: Vice President Võ Thị Anh Xuân, Deputy Prime Minister Phạm Thị Thanh Trà, Minister of Internal Affairs Đỗ Thanh Bình, along with leaders of other ministries and agencies who are council members.
The Council assessed that emulation and reward work in recent times has continued to improve, become more routine, and closely aligned with political tasks. Patriotic emulation movements have been renewed, contributing to socio-economic development objectives, ensuring national defense and security, and improving people’s living standards.
At the session, delegates emphasized the increasingly high requirements in the context of new development. They said emulation must be linked to political tasks, especially completing and surpassing socio-economic development targets. Rewards should be fair, timely, and help spread models and effective methods.
The Council reviewed and provided opinions on the Plan to implement the Emulation Movement “The whole country jointly develops the economy and society for sustainable two-digit growth in the 2026–2030 period.” It also considered opinions on awarding titles “Hero of the People’s Armed Forces” and “Hero of Labour” to collectives and individuals.
Concluding the session, Prime Minister Lê Minh Hưng acknowledged and approved the contents presented. He directed the Ministry of Home Affairs to finalize the Plan to implement the emulation movement, ensuring alignment with the spirit of the XIV National Party Congress. He said the goals should be effective, substantive, and tied to quantitatively defined outputs.
The Prime Minister required the emulation movement to be judged by results, focusing on completing 100% of tasks in the action programs of each ministry, sector, and locality. He stressed avoiding formality and duplication.
The movement will prioritize developing science and technology and innovation, raising productivity and competitiveness. It will also focus on administrative reform and digital transformation, and on removing institutional bottlenecks—especially those related to land projects.
He also emphasized thrift and anti-waste. The target to save at least 10% of current expenditure has been implemented, with the aim to cut a further 5–10%. The focus includes reducing nonessential spending and saving electricity and fuel, with specific quantitative targets.
The emulation movement will be implemented throughout the term, with periodic reviews and evaluations. Plans for implementing the action program of each ministry, sector, and locality should be attached, using the criterion “easy to understand, easy to remember, easy to do,” with a strong emphasis on the grassroots.
