On May 13, 2026, in Hanoi, the Ministry of Public Security held a ceremony to announce the minister’s decision on organizational and personnel changes for GTEL, the Global Technology and Telecommunication Corporation. Minister Lương Tam Quang, a Politburo member and Secretary of the Public Security Party Committee, chaired the event. Attending were Lieutenant General Lê Quốc Hùng, a member of the Central Committee of the Party and Deputy Minister; Mr. Trương Gia Bình, Chairman of the FPT Group; representatives of ministries and agencies under the Ministry; and GTEL’s leadership, officers, and employees.
The ceremony announced several decisions, including transferring GTEL from the General Department of Logistics and Technical to be directly under the Ministry of Public Security. It also includes establishing the GTEL Party Committee under the Central Public Security Party Committee.
In addition, Colonel Lương Đức Minh, Deputy Head of the Cyber Security and Crime Prevention Department, was appointed as Chairman of GTEL.
GTEL was established in 2007 under the General Department of Logistics - Technical. In 2017, it was transferred to the Cyber Security Department, which is now the Cyber Security and Crime Prevention Department for high-tech applications.
Over nearly 20 years, GTEL has operated in technology and security, building a service ecosystem spanning telecommunications and data-driven technology applications in line with the National Digital Transformation Program and Government Decree 06/CP.
Minister Lương Tam Quang said the decision to elevate GTEL to directly under the Ministry reflects recognition of GTEL’s progress and the Party, State, Central Public Security Party Committee, and Ministry’s trust and expectations. He urged GTEL to quickly stabilize its organizational structure and to develop and implement a development strategy through 2030, with a vision to 2045.
The stated aim is for GTEL to become a core nucleus of the national security industrial complex and a leading enterprise in security technology.
