The Hanoi People’s Committee has issued Decision 2446/QD-UBND to hand over 16,060 square meters of land in the Tay Ho Tay urban area, covering plots C2-CT1 and C2-CX1, to Lac Hong Investment Joint Stock Company. The company is the representative of a joint venture between Lac Hong Investment Joint Stock Company and Nam Tam Dao to implement the Investment Project for building social housing for the People’s Public Security forces – Phase 1.
The full 16,060 m2 land area has been cleared. Of this, 12,766 m2 in plot C2-CT1 is allocated for social housing, while 3,294 m2 in plot C2-CX1 is reserved for greenery and public works.
The city requires Lac Hong Investment Joint Stock Company to coordinate with relevant agencies to complete project-related procedures, including:
The decision also states that if the land is not put into use or if the project’s land-use progress falls behind the plan, the investor may request a land-use extension of no more than 24 months. During the extension period, the investor must pay the corresponding land-use fee and land rent. If the extension expires and the land remains unused, the State will reclaim the land and attached assets, and remaining investment costs will not be reimbursed.
Separately, the Government has issued Decree No. 54/2026/NĐ-CP, amending and supplementing several provisions in the housing and real estate business sector. The decree includes provisions on procedures for selling, leasing-purchasing, and leasing houses built for the armed forces without capital from the State.
Under the decree’s provisions:
Based on registration numbers, the Ministry of Defense and the Ministry of Public Security allocate units to their subordinate bodies in the province where the project is located, according to registration and the specific conditions of the armed forces.
Based on the number of allocated units, the subordinate bodies of the Ministry of Defense and the Ministry of Public Security prepare a list of eligible buyers within the armed forces scope, including accompanying documents and eligibility for social housing support as prescribed, and send it to housing agencies under the respective ministries for defense and public security for processing.
