The Beltway 4 - the Capital Region's beltway project has a total investment of about 85,813 billion VND and began construction in mid-2023. The route runs a total length of 112.8 km, passing through Hanoi (56.5 km), Hung Yen (20.3 km) and Bac Ninh (21.2 km). According to the Hanoi Project Management Authority for Construction Investment, the section within the capital is about 59.2 km long and passes through 17 wards and communes, with a total land acquisition area of about 800.15 hectares and over 9,000 graves needing relocation. To date, the People's Committees of the wards/communes have completed construction of 13/13 resettlement sites, completed land clearance, grave relocation, and related infrastructure works according to plan. To date, the Beltway 4 parallel road has taken shape and meets basic traffic conditions. As of early April, asphalt pavement on the Beltway 4 parallel road through Hanoi (component 2.1) has recorded asphalt concrete pavement reaching 35/50.76 km. Bridges, culverts and other supporting works have completed the main construction stages. The construction of two parallel bridges over the Ca Lo River within Tiến Thắng commune has been completed, ready to connect the entire route toward Noi Bai - Lao Cai Expressway. The Hồng Hà bridge component of Part 3 is being accelerated. Up to now, the contractor has completed the pedestal foundations for many positions along the bridge approach roads. Up to now, the Beltway 4 parallel road through Hanoi has taken shape and meets basic traffic conditions. As of early April, many sections of Beltway 4 are being paved with asphalt concrete. However, at some interchanges, the implementation of some works still lacks synchronization. At the intersection with the Me Linh axis, construction and infrastructure connections have not yet been implemented. As a key traffic axis of the Capital Region, Beltway 4 will not only promote interregional transport but also create development momentum for the northern Hanoi areas. According to plan, the Beltway 4 parallel-road project in the capital region is basically planned to be completed in the second quarter of 2026.
