Hanoi has issued Plan No. 170/KH-UBND dated 24 April 2026 to implement the Artificial Intelligence Law in the city. The plan is intended to specify the contents of tasks, deadlines, expected results, and the responsibilities of relevant agencies and organizations in carrying out Prime Minister’s Decision No. 367/QD-TTg dated 28 February 2026.
The plan also aims to strengthen awareness and responsibility among agencies, organizations, businesses, and the public in enforcing the AI law, while promoting safe, reliable, and responsible AI applications that align with state management requirements and the practical development needs of the capital.
Under the plan, Hanoi will expand outreach and dissemination of the AI Law and its detailed implementing documents. The city will also enhance communication through mass media, municipal information systems, and digital platforms.
Hanoi will review legal documents within the competence of the City People’s Council (HĐND) and the City People’s Committee (UBND), as well as documents within the scope of management of departments, agencies, and localities related to artificial intelligence. Based on the review, the city will propose amendments, supplements, substitutions, repeals, or new issuances to ensure consistency and coherence with the Artificial Intelligence Law.
The city will also research and participate in feedback on draft decrees, decisions, circulars, and other documents issued by central authorities that detail and guide implementation of the Artificial Intelligence Law. Hanoi will propose provisions suitable to the city’s management characteristics and practical development.
In addition, Hanoi will integrate AI development and application objectives into strategies, plans, programs, and projects for science, technology, innovation, digital transformation, and across sectors and localities.
The plan further calls for organizing programs to develop a high-quality AI research and development and application workforce.
Hanoi will study, develop, and issue—within its authority—or propose competent authorities to issue sector-specific guidance and mechanisms to promote safe, reliable, and responsible development and application of AI.
Finally, the plan includes reviewing and assessing the current status of the city’s databases and information systems. Hanoi will coordinate the linking of data infrastructure to support AI development and application in city agencies, ensuring compliance with the law.
