According to the plan to implement the Program to support the development of the labor market for the 2026–2030 period, the Hanoi People’s Committee sets out many groups of solutions to build the capital’s labor market in a comprehensive, sustainable and modern way. The focus is on improving the quality of the workforce in line with shifting the labor structure toward the digital economy and the green economy. The city aims for 75-80% of workers to be trained, with 55-60% holding degrees or certificates. The average annual productivity growth target is 7.0-9.5%. The share of workers with basic IT skills is 80-90%. On average, 180,000 new jobs are expected to be created each year; unemployment to remain below 2.5% overall and below 3% in urban areas. Regarding developing the social security system by 2030: the share of the working-age population participating in social insurance should reach 60%, with farmers and informal workers in voluntary social insurance accounting for 10% of the labor force; unemployment insurance participation should reach 50%; health insurance coverage should reach 98% of the population. The city will also complete and modernize the labor market information system, ensuring data is digitized and interconnected among specialized agencies, commune-level administrations and enterprises. Simultaneously, the capital’s labor market data will be linked to the national network, and connections with regional and international markets will be expanded, especially key Vietnamese labor markets abroad. To achieve these goals, numerous solutions are proposed, such as refining mechanisms and special policies for labor market development.
