Ho Chi Minh City’s People’s Committee (UBND TP.Hồ Chí Minh) has issued Plan 171/KH-UBND to implement the “Support program for students and pupils to start a business” for the 2026–2035 period, in line with Prime Minister’s Decision 336/QĐ-TTg dated February 25, 2026 on the national startup support program for students and pupils.
Key targets for 2026–2030
In the 2026–2030 phase, the city sets targets for entrepreneurship orientation and training across education levels:
- Entrepreneurship orientation: 50% of high school students, 25% of middle school students, and 15% of primary school students.
- Entrepreneurship knowledge, skills, and mindset: 35% of high school students, 15% of middle school students, and 10% of primary school students.
- Annual participation in startup projects/activities: at least 5% of high school students and 2% of middle school students.
Training and completion targets
The plan requires educational institutions to publish and publicly disclose startup support regulations on their information portals and to provide startup support services for students as prescribed by the Ministry of Education and Training.
- Students completing the startup module or participating in entrepreneurship skills courses: target of 85%.
- New startup students: at least 50 per 10,000 regular students each year; for key training institutions, at least 100 per 10,000.
- Startup incubation programs: at least 40% of training institutions maintain incubation programs for students each year.
- Incubated projects: at least 20% of training institutions incubate at least 20 student startup projects each year.
- Market reach: 50% of incubated projects reach the market.
- For key training institutions: at least 50 projects incubated per year.
Funding and resource linkage
On investment and resource linkage, the city aims for:
- At least 40 startup projects by teachers and learners funded or connected to capital each year.
- At least 30% of these projects involve women.
- At least 10% of these projects involve students from ethnic minority groups.
Targets for 2031–2035
From 2031 to 2035, the plan continues to raise participation and training targets:
- Entrepreneurship orientation: 65% of high school students, 35% of middle school students, and 20% of primary school students.
- Entrepreneurship knowledge, skills, and mindset: 50% of high school students, 25% of middle school students, and 15% of primary school students.
- Students completing the startup component or participating in at least one entrepreneurship skills course: 95%.
- New startup students: at least 100 per 10,000 regular students annually; for key institutions, at least 150 per 10,000.
