Viettel has begun a broad verification campaign targeting mobile subscribers whose personal information is not yet standardized in line with new regulations. The operator warned that a significant share of users still hold outdated identity details or have SIM registrations that do not match the national population database, and that failure to update could result in service interruption.
Viettel said three groups of customers need to act urgently to prevent SIM locking:
Viettel also noted that if a number has already registered VNeID Level 2 or completed biometric verification via CCCD in the carrier’s system, the subscriber is considered within a safe group and does not need to take further action at this time.
Viettel linked the campaign to Circular 08, under which mobile subscriptions must complete verification using four mandatory data fields that must exactly match the National Population Database. The required fields are: personal identifier, surname and given name, date of birth, and biometric facial data. Viettel said this matching requirement is intended to standardize user information and reduce fraud involving calls and messages.
The operator described the move as the next step in cleansing the telecom market after years of “spam SIMs” and registrations not tied to the actual owner. Viettel added that if verification is not completed, the SIM will be locked according to the applicable timetable.
