The Ministry of Home Affairs is seeking public comments on a draft Circular that will guide the implementation of adjustments to pensions, social insurance allowances, and monthly allowances. The draft proposes raising pensions for retirees who left work before 1/1/1995 and have low benefits, with the aim of bringing them up to 3.8 million dong per month. The expected effective date is July 1, 2026.
Under the draft, the adjustment applies to people who are currently receiving pensions, social insurance allowances, and monthly allowances under Government regulations.
The Ministry of Home Affairs proposes two options:

The draft notes that, for people receiving monthly pensions before 1/1/1995, monthly pension and allowance levels were determined based on actual years of service and the wage level before retirement. However, due to the specific wage regime before 1995 and the social insurance laws at that time, many workers who retired due to disability had short service and low wages before retirement, which contributed to lower overall pension levels for this group.
