The Ministry of Industry and Trade has issued an urgent directive to tighten management, inspect trading and transport activities, and strictly sanction violations involving gasoline and diesel in border areas.
In the context of the ongoing military conflict in the Middle East, which continues to affect the global energy supply chain, the Government and the Ministry of Industry and Trade have issued instructions aimed at ensuring national energy security.
Pursuant to Directive No. 06/CT-BCT dated March 9, 2026, by the Minister of Industry and Trade on strengthening energy security measures, the Domestic Market Management Department has coordinated with local authorities to implement comprehensive controls over the gasoline and oil market.
The measures cover the full chain of market management, from demand-supply forecasting and stock balancing to strengthening inspection and monitoring of trading activities.
Media reports have indicated that individuals and small traders near border gates, particularly at Lao Bảo in Quảng Trị, have shown signs of collecting gasoline from retail stores.
According to the reports, the subjects are retrofitting transport vehicles and installing additional fuel tanks to cross the border to neighboring countries for sale, seeking profit from price differentials.
If these actions are not controlled promptly, the Ministry warns of risks including domestic supply losses and safety hazards in transport and storage.
In response, the Domestic Market Management Department issued an urgent dispatch to Departments of Industry and Trade in provinces and cities, especially border areas, calling for enhanced management, inspection, and sanctions against violations.
Competent forces are urged to coordinate closely with the police, customs, and border guards to monitor activities at gasoline retail outlets and along road and waterway routes. Authorities should promptly detect and strictly handle hoarding or large-volume sales to entities suspected of illicit export.
Local authorities are also instructed to establish hotlines to receive public feedback on illegal gasoline collection points.
In addition, petroleum traders are encouraged to sign commitments not to assist smuggling or commercial fraud.
The Ministry expects the implementation of these measures to tighten control of the border gasoline market, ensure domestic supply, and maintain market stability amid ongoing fluctuations.
