The Government has issued Resolution No. 86/NQ-CP on the national strategy for creative entrepreneurship. According to the Ministry of Science and Technology, this marks Vietnam’s first ever national strategy dedicated to creative entrepreneurship. Over the past period, Vietnam’s creative entrepreneurship ecosystem has shown positive signs for the development of the economy and society. Several unicorns have emerged, attracting venture capital investment at high levels in the region. Support infrastructure has also developed with diverse venture funds, incubators, business-advancement organizations, local and national centers for supporting creative entrepreneurship. In 2025, Vietnam’s global startup-ecosystem index ranked 55th in the world, with Ho Chi Minh City for the first time entering the top 5 in Southeast Asia (110th globally). Hanoi rose to 148, and Da Nang climbed 130 places, ranking 766 globally. International practice shows that many countries have succeeded in breaking through by promoting creative entrepreneurship, such as Israel, South Korea, and Singapore. The common feature of these models is the establishment of a broad culture of innovation, awakening the entrepreneurial spirit among the population, and making science and technology the foundation for development. In a world with many fluctuations—from capital flows to geopolitical shifts—Vietnam faces an urgent need to reposition its strategy for creative entrepreneurship. This includes clearly identifying priority sectors, refining the ecosystem’s organizational model, and building strong mechanisms and policies to drive new growth. On that basis, on 05/04/2026, the Government officially issued Resolution No. 86/NQ-CP on the national strategy for creative entrepreneurship. This is an important step, underscoring the Government’s strong determination to create the most favorable environment to unleash the creative potential of the people for the country’s socio-economic development.
