VinEnergo will implement the Dien Bien 1 solar power plant, which has been approved for investment policy, to help supplement clean and stable electricity for the Western North (Tây Bắc) grid. The announcement was made alongside new urban development and renewable energy cooperation activities in Dien Bien.
On May 11, 2026, VinGroup’s An Thái broke ground on a new urban development, resort, and sports services complex in Dien Bien Phủ ward, Dien Bien Phủ district. The same day, An Thái signed a memorandum of understanding on renewable energy development with the Dien Bien Provincial People’s Committee.
The project covers about 228 hectares, with an estimated total investment of over VND 23,660 billion. It is projected to accommodate a population of about 12,000.
The centerpiece is a large sports complex featuring an 18-hole golf course laid out on natural terrain. The development also includes commercial–service–amenity facilities such as a high-end commercial area, an international-standard hotel, a multi-level education system, a healthcare center, public spaces, parks, and water bodies.
At Dien Bien’s 2026 Investment Promotion Conference, VinEnergo—part of Vingroup’s green energy ecosystem—signed a memorandum of understanding on renewable energy cooperation with the provincial People’s Committee. Under the MoU, VinEnergo will advance the Dien Bien 1 solar power project as approved, aiming to enhance clean, reliable power for the Tây Bắc grid and reduce pressure on the national grid.
In addition, VinEnergo will study and propose the following:
The two parties will survey and assess potential for new energy and renewable energy, with the goal of harmonizing proposals, supplementing planning, and developing Dien Bien’s energy plan for 2021–2030 with a view toward 2050, in accordance with current regulations.
According to the MoU-related activities, implementing the urban development and green energy projects is expected to reshape the province’s outlook and create growth momentum by increasing high-tech content, creating jobs, accelerating infrastructure, and boosting Dien Bien’s budgetary revenue—supporting the goal of making Tây Bắc a dynamic, sustainable national development hub in the future.
