Recently, criminals have exploited public concern about the new rules on vehicle inspection and emission standards, and online scammers have intensified their activity with increasingly sophisticated tricks. Notably, scams conducted over the phone combined with social media, especially Zalo, are developing in complexity, causing many people to lower their guard. Accordingly, the suspects typically call and impersonate staff from the vehicle inspection center or authorities, informing that the person’s vehicle “does not meet emission standards,” “needs a re-check,” or “must reissue the vehicle inspection sticker under the new regulations.” By presenting urgent information, they create anxiety and pressure vehicle owners to act quickly to avoid penalties or a denial of inspection. Some typical cases show that after the initial call, the suspect requests to be added as a friend on Zalo under the pretext of “detailed guidance” or “assistance to speed up.” When people agree, they continue to send fake links with interfaces resembling government agencies or the vehicle inspection center. Victims are asked to enter personal information, vehicle details, and sometimes even bank account information. There have even been cases of persuading transfers with reasons such as “fast processing fee,” “sticker reissue fee,” or “online emission check fee.” Immediately after receiving money or information, the perpetrators seize the money and cut off contact. In Dak Lak province, authorities advise the public to be vigilant against calls pretending to be public authorities requesting procedures over the phone; absolutely do not add friends or exchange information with strangers on social networks in matters related to administrative procedures; and not to access unclear-origin links or provide personal information, OTP codes, or bank account details in any form. If there is a need related to inspections or to resolve information, residents should contact legitimate inspection centers or official information channels directly for guidance. Everyone should actively protect personal information and share warnings with family and friends to avoid becoming victims of online scams.
