On April 11, 2026, the Investigation Police Agency of the Ministry of Public Security issued its investigation conclusion and recommended indicting 19 defendants in the case involving Herbitech Technology Co., Ltd (Herbitech Co., Ltd).
The investigative agency proposes indicting defendant Phạm Vũ Khiêm, Director of Herbitech, on charges of “Producing and trading counterfeit food products,” “Violating accounting regulations causing serious consequences,” and “Money laundering.”
Defendant Tran Thi Hue, an operations support staff member at Herbitech, is proposed for indictment on charges of “Producing and trading counterfeit food products” and “Violating accounting regulations causing serious consequences.”
Other proposed defendants at Herbitech include Phùng Thị Thu, Head of the Product Research and Development Department; Nguyễn Thị Thanh, Quality Control Manager; Sái Thị Thu, Head of Production Planning – Materials; and Nguyễn Thị Hẹn and Nguyễn Hoài Phương, all staff in the Quality Control Department. They are each charged with “Producing and trading counterfeit food products.”
Additional defendants—Vương Thị Hoa, Lê Thị Hồng Vân, Bùi Thị Thu Hà (chief accountants/heads of accounting), and Đoàn Thị Thu Hà, Dương Quang Khải, Đào Thị Nhị, Đào Thị Hương Hòa, Phạm Thị Hiền, Trần Thị Luận, Hoàng Thị Thu Hà, Lê Thị Hà, Phan Thị Thúy An (accountants or purchasing staff)—are charged with “Violating accounting regulations causing serious consequences.”
The investigation determined that from the start of operations through April 2025, with the aim of illicit profit and attracting many customers, Herbitech Technology Co., Ltd produced 67 types of health supplements that were counterfeit.
The Investigation Police Agency of the Ministry of Public Security informed organizations and individuals who bought or used these products, and other related persons, to take steps to protect their legal rights and interests under applicable law.
