According to the Tax Department of Quảng Ngãi province, from April 2, 2026, the tax sector has completed a major upgrade of its systems—including the Central Tax Administration System (TMS), the information system for administrative procedures, and the eTax Mobile application—to optimize the automatic personal income tax refund process and shorten dossier processing times.
To support faster processing and automatic refunds, taxpayers are encouraged not to submit paper dossiers in person or by mail. Instead, they should file their final tax declaration and request electronic refunds through the eTax Mobile app or via the Tax Authority’s Public Service Portal.
When filing for the calendar year, taxpayers should use the “suggested return form” and enter the refund amount requested. The system will then automatically redirect to the suggested 02/QTT-TNCN form and determine the receiving tax authority based on where the largest income source originated during the year.

The Tax Department advises taxpayers to link their refund receiving bank accounts with banks connected on eTax Mobile. If a manually entered account already exists in the system, the app will require users to select the correct stored account rather than re-entering the details.
The tax authority highlights that the system will issue “red warnings” during filing. It will cross-check taxpayer information with tax authority data and display warnings if the taxpayer changes indicators (excluding charity, humanitarian aid, and education donations) in a way that causes the refund amount requested to exceed the amount calculated by the tax authority.
When a red warning appears, the system will not allow the tax return to be submitted.
The system also automatically checks the number of dependents and settlement periods that have not yet been completed. If discrepancies with management data are detected, taxpayers will receive a warning to supplement and adjust their information. The system will also remind users if earlier settlement periods are still pending.
For cases where taxpayers request refunds together with supporting documents for relief due to natural disasters, serious illnesses, and similar circumstances, the Tax Department recommends waiting for the tax authority to process and update the relief decision on the system before proceeding with the automatic refund steps.
If a dossier encounters problems, the tax authority recommends that taxpayers monitor the “QTT Feedback Lookup” function to provide explanations electronically in a timely manner, helping avoid delays in processing.
