The Traffic Police Department under the Ministry of Public Security said draft amendments to Decree 168, which revise and supplement several provisions, do not increase penalties. Instead, the draft aims to regulate road-transport violations more clearly and more tightly, with a focus on activities related to transport businesses.
On the morning of April 15, a representative of the Traffic Police Department said the draft is open for public consultation by the Ministry of Public Security.
According to the Traffic Police Department, the draft does not raise penalty levels. Rather, it clarifies and tightens prohibited acts in the road transport sector and adjusts administrative details to match the reorganized two-tier state apparatus.

The draft also proposes increasing the penalty authority for on-duty police officers, including team leaders, station chiefs, commune-level police chiefs, and department heads, to 7,500,000 VND. The change is intended to align with Decree 189/2025/NĐ-CP, which details the Administrative Violations Law.
The Traffic Police Department said the adjustment would allow violators with penalties of less than or equal to 7.5 million VND to pay directly to on-duty police officers. This would avoid the need to pay via the treasury or through the online public service portal, while ensuring consistency with legal requirements.
