US begins refunding $166 billion in tariffs. The administration of President Donald Trump is expected to begin accepting refund requests for tariffs deemed unauthorized from next week. In a ruling issued on April 14, Judge Richard Eaton of the United States Court of International Trade in Manhattan said the government has confirmed that it is on track to process tariff refunds, plus interest, for certain importers starting on April 20. According to Eaton, the total value of refund requests could reach about $127 billion, out of the $166 billion in tariffs that the Supreme Court ruled void in February. The U.S. Customs and Border Protection (CBP) has been asked to build the refund system after the court ordered the process to begin from March 4. However, initial progress faced obstacles as the current system could not handle more than 53 million shipments affected, forcing the court to extend the timeline for the government. To date, more than 3,000 companies have filed lawsuits in the Trade Court seeking refunds. The Supreme Court previously assigned this court to determine the refund mechanism after concluding that President Trump had no authority to impose tariffs under the International Emergency Economic Powers Act. Initially, the refund process was shaped by the Atmus Filtration Technologies suit, which sought about $11 million. The company withdrew the suit last week, reportedly not wanting to become a representative for a wave of large-scale lawsuits. Subsequently, Judge Eaton selected another case as the basis for the process, involving Euro-notions Florida, a company in the sewing-needle import business, and reissued the order for tariff refunds issued in March 2026. The reissuance also resets the 60-day deadline for the government to file an appeal. Legal experts say the possibility of an appeal remains open. Judge Eaton has requested the government to file an updated progress report by 12:00 noon on April 28. This is seen as one of the largest tariff refund waves in U.S. trade policy history, with significant implications for importers and the federal budget in the months ahead.
