Vietnam plans to expand the scope of ASEAN–Russia cooperation into the wider Asia–Europe region during the 35th anniversary of ASEAN–Russia relations in Kazan next week. The initiative will focus on advancing substantive cooperation proposals between ASEAN and Russia and strengthening linkages with Asia–Europe partners.
Deputy Foreign Minister Dang Hoang Giang, head of Vietnam’s SOM for ASEAN, said the trip is Prime Minister’s first official visit to the Russian Federation in his new role. It comes after Vietnam participated in the 48th ASEAN Summit and hosted AFF 2026. The guiding objective, Giang said, is to promote Vietnam’s role as a bridge in ASEAN–Russia relations, contribute to consensus, and propose new directions for cooperation in the next phase.
“This is not only about attending a high-level conference, but also an important preparatory step for Vietnam to contribute more deeply to shaping ASEAN–Russia cooperation in the years ahead,” Giang said.
Giang also noted that Vietnam is among the countries actively promoting ASEAN to reach consensus on hosting the summit. Vietnam is expected to serve as the coordinator for ASEAN–Russia relations for the 2027–2030 period.
Vietnam is expected to focus on three major priorities at the summit.
Vietnam will seek balanced, outcome-oriented cooperation between ASEAN and Russia. Areas of interest include:
Vietnam believes these sectors still have significant room for development relative to their potential.
Vietnam aims to expand ASEAN’s cooperation with the Asia–Europe region. Giang said Vietnam is the first ASEAN country to sign a free trade agreement with the Eurasian Economic Union (EAEU) in 2015, and that practical experience could help advance cooperation on:
Giang said this direction is intended to deliver more tangible benefits to businesses, localities and people on both sides.
Vietnam will work with ASEAN members to discuss regional and international issues affecting peace, stability, energy security, supply chains and economic development. The approach will emphasize dialogue, trust-building and respect for international law to narrow differences and deepen understanding between ASEAN and Russia and related partners.
During the summit, Prime Minister Le Minh Hung is expected to meet President Vladimir Putin and work with the leadership of the Republic of Tatarstan. The meetings are described as an opportunity to discuss major cooperation directions and address obstacles in implementing high-level agreements from the past period.
Deputy Giang expressed confidence that the trip will further strengthen Vietnam’s image as an active, responsible ASEAN member and a reliable, long-term partner of the Russian Federation.
