On the afternoon of April 13, at the Central Headquarters of the Communist Party, General Secretary and President Tô Lâm received Viktor Zolotov, Director of the National Guard of the Russian Federation, who is visiting and working in Vietnam, and discussed advancing security and protection cooperation.
In the context of a rapidly changing and complex global and regional environment, the General Secretary and President urged the two sides to continue expanding exchanges, information sharing, and experience exchange to enhance effective cooperation in security, defense, and protecting the country—serving the task of building, safeguarding, and developing the nation, and contributing to peace, stability, and development.
Viktor Zolotov expressed gratitude for the time to receive the delegation and conveyed regards and best wishes from President Vladimir Putin and Russian leadership to Vietnamese leaders and the people. He wished Vietnam continued achievements in national development and the successful realization of its objectives.
The two sides noted Vietnam–Russia cooperation, with security cooperation as a pillar. They valued the results of the August 2022 Cooperation Agreement between Vietnam’s Ministry of Public Security and the Russian National Guard.
They agreed to further expand cooperation on sharing experience, training, ensuring security, counter-terrorism, and protecting key facilities. The signing of the Joint Action Program for 2026–2028 was regarded as a crucial legal basis for future cooperation.
On this occasion, General Secretary and President Tô Lâm conveyed greetings to President Putin.
