On April 2, General Secretary Tô Lâm, on behalf of the Central Committee, signed Conclusion No. 18-KL/TW on the five-year plan for socio-economic development, national finances, debt repayment, and medium-term public investment for 2026–2030, linked to the goal of achieving two-digit growth. The document was issued following the closing session of the Second Plenum of the 14th Party Central Committee.
Conclusion No. 18 states that the Central Committee basically approves the five-year plans for 2026–2030 on socio-economic development, national finances, debt repayment, and public investment as proposed by the Government’s Party Committee. The conclusion emphasizes maintaining macroeconomic stability and inflation control while implementing the resolutions of the 14th Party Congress and other central resolutions.
For the 2026–2030 socio-economic development plan, the conclusion sets the determination to strive for growth in “two digits” while ensuring major economic balances. It also highlights the need to promote coherent institutional building that supports and sustains development, remove bottlenecks promptly, and mobilize, unblock, and quickly release all resources.
The conclusion calls for developing new production forces, decentralization and broad empowerment, and substantial reform of administrative procedures. It also stresses ensuring resources, raising implementation capacity, strengthening supervision, inspection, and enforcement, and combating corruption, waste, and negativity.
On development outcomes, the conclusion sets a target to achieve rapid and sustainable development, striving for average GDP growth of 10% per year or higher while maintaining macro stability and inflation control, and improving the standard of living.
By 2030, the conclusion aims for Vietnam to become a developing country with modern industry and upper-middle to high-middle income, among the world’s top 30 economies by GDP size.
The conclusion outlines objectives including establishing a modern, sustainable development governance system and developing interconnected infrastructure networks. It also calls for enhancing science and technology, innovation, digital transformation, and human resource quality, alongside developing a strong and comprehensive Vietnamese culture and people.
It further sets directions to modernize the national education system, improve training quality, and attract and retain talent. The plan also includes developing an integrated infrastructure system, promoting urbanization and urban development, and connecting regions.
For social development, the conclusion emphasizes sustainable management, ensuring progress and social justice, protecting the environment, and actively adapting to climate change. It also calls for strengthening national defense and security, safeguarding Vietnam’s sovereignty, and maintaining a foreign policy of independence, self-reliance, peace, and cooperation, with multi-lateralization and diversification of engagements.
The conclusion also outlines tasks and solutions for national finances, debt management, and medium-term public investment for the 2026–2030 period.
