Circular 08/2026/TT-BKHCN, issued by Vietnam’s Ministry of Science and Technology, sets out requirements for verifying subscriber information for mobile subscriptions. The regulation will take effect on April 15, 2026.
The circular requires telecom operators to verify subscriber information based on the documents used to register the mobile subscription and in line with applicable law. It also allows citizens to review all mobile numbers registered under their name, confirm which numbers are currently in use, and remove numbers that are not registered by them or are no longer used by reporting through VNeID.
Under Article 4 of the circular, mobile subscriptions must verify four information fields:
The circular takes effect from April 15, 2026. After this date, telecom operators will terminate subscriptions that have incomplete or inaccurate registration information, or that have not been verified through facial biometrics.
After receiving the information, telecom operators will contact the affected subscribers and request verification and completion of registration within five days. If the subscriber does not complete the verification within the five-day period, the subscription will be locked unilaterally. If the issue remains unresolved, the service will be terminated.
The circular states that not all users must re-verify. Specifically, SIMs that were already used to register VNeID Level 2 or used to register a chip-based identity card are exempt, unless the user changes devices after June 15, 2026.
