Misuse of the social housing policy— including projects involving the armed forces— to defraud and profit through advertising, listing, and seeking buyers for “diplomatic allocations,” “internal allocations,” and “guaranteed purchase allocations” continues, with increasingly sophisticated tactics, particularly online.
Perpetrators often claim they have connections with leaders, project developers, or officials authorized to manage social housing projects under development in the city, offering “consulting,” “brokerage,” and other services to secure an apartment. In many cases, they collect large sums from residents—sometimes reaching billions of dong—promising to help obtain housing. After receiving the money, however, they fail to deliver as promised, do not fully refund, pay only small installments, or delay and then disappear, leaving residents with substantial financial losses.
Although police have repeatedly warned about these methods, some residents remain misled by promises that lack a legal basis, making them victims of “brokers” and middlemen.
To proactively prevent and combat activities that abuse the social housing policy for profit, the City Police urge residents to stay vigilant and follow these recommendations:
Do not follow instructions or allow brokers to forge documents or papers from competent authorities or organizations to prove eligibility for social housing, such as incorrect confirmations of housing conditions, residence, place of work, or income.
Register and submit applications for buying, renting, or lease-purchasing social housing only through the investor when a public notice has been published on the official information portal of the City’s Department of Construction, the local People’s Committee where the project is located, local government media, and the investor’s real estate trading platform (if available).
Do not transact, deposit, or transfer money to any individuals or organizations advertising illegal sale of social housing, including claims of “internal” or “diplomatic” allocations.
Advertising “internal,” “diplomatic,” or “guaranteed purchase” allocations is illegal. If residents have already transferred money to a broker to obtain a “guaranteed purchase,” or if fraud is detected, they should promptly report to the nearest police authority for investigation and handling under the law.
For residents who are already enjoying social housing policies, the police also advise strict compliance with regulations on the management and use of apartments. Residents should not illegally transfer apartments or create falsified purchase records before eligibility, as this may lead to legal consequences during inspections and after inspections.
