Under Circular 08/2026/TT-BKHCN, mobile users in Vietnam will be able to self-verify SIM ownership through the VNeID app starting April 15. Telecom operators will synchronize relevant data from VNeID to support the verification process.
For subscriptions that are not yet verified, operators will notify users to complete required contract formalities and to verify the biometric facial photo associated with the SIM. If individuals do not comply, telecom operators may suspend outbound telecom services, including voice calls and SMS to other numbers.
The circular states that not all SIM owners are required to re-verify. Exemptions apply to individuals who have already registered through VNeID, chip-based identity cards, or Level 2 VNeID accounts.
From June 15, verification will still be required in cases where there is a device change associated with the SIM.
Verification will not be implemented nationwide all at once from April 15; instead, it will be carried out in phases. Users are expected to follow the steps displayed in VNeID when they receive messages from their network operator or notifications from the electronic identification app.
The regulation is intended to tighten controls on SIM use by non-owners, which has been identified as a key driver of spam messages, spam calls, and fraud that have persisted for years. Compared with the previous approach, more of the verification, reconciliation, and data processing will be handled by telecom operators in cooperation with relevant authorities, while users will mainly perform basic actions on their phones.
To reduce system load and avoid service interruptions, operators have proactively notified subscribers whose information may not match and encouraged them to verify promptly.
