Hanoi has issued a plan to implement the city council’s resolution on mechanisms and policies to attract and duly employ talented people in the capital. The policy is designed to search, select, and bring in talents who meet the requirements of the new phase, while creating conditions for them to develop their abilities and contribute to Hanoi’s socio-economic development.
According to the city government, Hanoi will develop and issue uniform regulations and detailed guidance to operationalize the talent-attraction policy. The plan focuses on establishing clear operating rules for a City-level Talent Selection Council and commune/ward-level Talent Selection Councils to ensure transparency and objectivity.
Hanoi will also issue procedures to assess the effectiveness of talents’ contributions, alongside a strict funding reimbursement mechanism.
The city emphasizes building a comprehensive ecosystem linked to establishing a Hanoi talent database, ensuring connectivity and alignment with the national talent database.
Hanoi will implement support policies covering funding, priority housing, and health and education benefits for talented individuals and their families. The plan follows a resolution enacted at the city’s 31st People’s Council session regulating the attraction and employment of talented people.

In addition to government support, Hanoi will provide a one-time grant ranging from 150 to 1,000 times the base salary per person. The highest level is for professors (1,000 times) and associate professors (800 times).
Talented individuals will also be provided with official housing and housing-support measures, with priority for social housing purchase or lease.
Families of talented people will receive free health checks at city public health facilities. Biological and adopted children under 18 of a talented person will be exempt from tuition fees.
The city will also subsidize 100% of public transportation fares for these families.
