Hanoi Police issued an important notice following recent crackdowns across Southeast Asia on high-tech criminal groups operating online. Authorities said perpetrators have increasingly relocated to neighboring countries, including Vietnam, to continue operations.
Hanoi Police reported that they have identified and implemented preventive, investigative, and punitive measures against foreign nationals entering Hanoi to commit crimes or violate cross-border law.
From December 15, 2025 to March 14, 2026, the City Police detected three cases involving 58 foreign individuals. The reported activities included fraud to misappropriate assets, organizing online gambling, and illegal entry.
According to the notice, a foreign-based ringleader directed “subordinates” to collaborate with Vietnamese contacts to find premises to rent, mainly in residential areas and high-end apartment buildings in districts with foreign residents. The group allegedly prepared computer systems and SIM-box devices, along with mobile phones.
After selecting a location, the ringleader assigned one foreigner to act as a “manager” in Vietnam. The group allegedly arranged the entry of foreigners into Vietnam under the guise of tourist visas to carry out asset fraud or organize gambling targeting people outside Vietnam. Hanoi Police said the suspects did not defraud Vietnamese individuals in order to reduce criminal liability in Vietnam.
During operations, the suspects allegedly set up international securities firms as cover. They reportedly worked in small, dispersed groups, did not operate from a single fixed location, and periodically changed locations to avoid authorities. The notice also said they often hired Vietnamese individuals to clean and procure daily necessities.
To help rapidly detect and deter foreigners coming to Hanoi to violate laws across borders—affecting the reputation of Hanoi and Vietnam—Hanoi Police urged residents, particularly those renting apartments or houses to foreigners, to heighten vigilance. Authorities asked residents to proactively detect and report crimes and to provide information to the police about suspicious individuals or locations for timely handling in accordance with the law.
