Ho Chi Minh City People’s Committee has approved the 1/500-scale Detailed Plan for the political-administrative-cultural center linked with the central lake park in Thu Thiem New Urban Area, An Khanh Ward.
The planning area covers about 33.04 hectares in the core of the city’s central lake within Thu Thiem New Urban Area. Its boundaries are along Nguyen Co Thach Street to the east, To Huu Street to the northwestern side, and Mai Chi Tho Street to the south.
The plan aims to concretize the local adjustment of the 1/2000-scale sub-area zoning, while allocating landmark and functional facilities that symbolize and serve the new Thu Thiem city. Planned components include a political-administrative center, a children’s pavilion, a theater, and a performing arts and conference center.
The detailed plan also seeks consistency with Resolution 260/2025/QH15 dated December 11, 2025 by the National Assembly and Resolution 05-NQ/TU dated January 9, 2026 by the Ho Chi Minh City Party Committee on implementing the political-administrative center with a proportionate scale after administrative boundary rearrangements.
Based on the approved planning, the area is forecast to accommodate up to about 15,000 people, including:
The exact staffing size will be determined based on the job-position plan approved by the competent authority.
At the February 2026 periodic socioeconomic meeting, the leadership of Ho Chi Minh City Department of Construction said the city’s new political-administrative center project is expected to start in Q2 2026 as planned.
