The Ho Tram–Long Thanh urban expressway is about 42.07 km long, with an estimated investment of around VND 51 trillion, proposed by Ho Chi Minh City for urgent implementation. The project is intended to support the Long Thanh airport, a national key project, by improving connectivity and enabling coordinated, efficient airport operations, particularly for the southern economic region.
In a proposal from the Department of Construction to the Ho Chi Minh City People’s Committee, the expressway is described as necessary and urgent to connect key projects and ensure effective operation of the airport. The department recommends that the city submit the project concept to the Party Committee’s Standing Board for approval, characterizing it as an “urgent project that must be implemented immediately.”
The road is proposed by Masterise Highway Infrastructure Long Thành–Hồ Tràm Joint Stock Company under a PPP model with a Build-Transfer contract. The project’s estimated total investment is about VND 51,000 billion.
On February 25, 2026, the Ho Chi Minh City People’s Committee assigned Masterise to prepare an investment proposal for the project under PPP terms. The company has completed the pre-feasibility study report for construction investment.
On March 26, Ho Chi Minh City sought opinions from the Ministry of Public Security and the Ministry of National Defense regarding the project proposal. The relevant departments are currently evaluating the investment proposal.
According to the city’s Action Program implementing political resolutions for 2025–2030, the project is targeted for completion in 2027.
The expressway is also positioned as part of broader efforts to connect Long Thanh International Airport with key tourism and development zones, with an emphasis on multimodal transport connectivity between Ho Chi Minh City’s urban centers and surrounding areas.
