Khánh Hòa province is accelerating compensation and resettlement implementation for the Ninh Thuận 1 and 2 Nuclear Power Plant projects. However, the province is encountering legal and regulatory basis issues in applying the special mechanism and related compensation policies, which may slow land clearance progress.
At the province’s Q1 press briefing on April 2, Mr. Nguyễn Văn Nhựt, Director of the Khánh Hòa Department of Industry and Trade, said the Ninh Thuận Nuclear Power Plant project was approved by the National Assembly in 2009, paused in 2016, and restarted on November 30, 2024 under National Assembly Resolution 174.
To meet the project timeline, the National Assembly continued to issue a special regime under Resolution 189. The Prime Minister assigned the Khánh Hòa Province People’s Committee (now acting as the investor) to lead resettlement and land clearance.
Khánh Hòa has completed land measurement and land origin verification in both project areas.
For Ninh Thuận 1 (Phước Dinh commune, Khánh Hòa), the land clearance area is about 449 hectares, affecting 835 households. The province has approved compensation plans for 154 households with total funds of 168.2 billion VND, of which 18 households have already received payments.
For Ninh Thuận 2 (Vĩnh Hải commune), the affected area is about 318.8 hectares. The province surveyed 534 households and identified nearly 2,900 graves. The province has posted compensation plans for 516 households and advanced more than 109.3 billion VND to 120 households. Separately, it has approved compensation for relocating graves totaling about 18.85 billion VND. In 2025, the province disbursed 3,236 billion VND, reaching 100% of the plan.
Mr. Nhựt said the province has faced legal obstacles when applying the special mechanism and policies on compensation, assistance, and resettlement. Even though 100% of surveying, counting, and land origin verification has been completed, there has been no disbursement or handover because there is no specific legal basis in the supplementary resolution.
He added that although the project concept dates back to 2009, the long delay has left residents living under conditions that restrict land use. Residents have not been granted land use titles, cannot convert land use, and infrastructure investments have not been synchronized.
“The lack of a completed mechanism, policy and disbursement has generated anxiety and directly affected livelihoods,” Nhut said.
The Khánh Hòa People’s Committee has urged the National Assembly Standing Committee to promptly review and issue a supplementary resolution to adjust certain special policies for the Ninh Thuận project, with the aim of finalizing the legal framework and unblocking implementation.
